    The shape of the NOTAM is very interesting (it doesn't look quite as
    interesting in the pdf that you show as it does on Google Earth because of
    the change in aspect ratio.) My simulations of the interception, which I
    will post tomorrow on

    when I get into work and have our web guru put it on, indicates that the
    northern "lobe" of the NOTAM is clearly intended to allow the debris from
    the interceptor, after it picks up some velocity from the collision, land in
    a "safe" zone. Any observers in Hawaii should look in that direction (some
    60 to 65 degrees West of North and some 770 miles from the big island.
    Perhaps observers on Maui would have a better chance of seeing it?
    Unfortunately, it will be daylight and they will be looking into the sun,
    but perhaps there will be some fireballs?)

    NOTAM or NoTAM is the quasi-acronym for a "Notice To Airmen". NOTAMs are created and transmitted by government agencies under guidelines specified by Annex 15: Aeronautical Information Services of the Convention on International Civil Aviation. A NOTAM is filed with an aviation authority to alert aircraft pilots of any hazards en route or at a specific location. The authority in turn provides means of disseminating relevant NOTAMs to pilots.

An air traffic advisory warns pilots to avoid a patch of ocean near Maui from 4:30 p.m. to 7:00 p.m. Hawaii time on Feb. 20th (0230 - 0500 UT, Feb. 21st). This would center the missile strike on the darkness of Wednesday's lunar eclipse and possibly render reentering debris visible from the west coast of North America

    First Responder Guide For Space Object Re-Entry ...

    FEMA Part 1

    Information for the Public A United States satellite is falling back to earth and could potentially impact almost anywhere on the planet. The satellite has hazardous materials on board that could pose immediate hazards to people if they come in contact with the material. Specifically, the satellite contains fuel and metal containers that are considered hazardous materials and could survive entry intact. Any debris should be considered potentially hazardous, and should not be touched, handled, or moved. Citizens who observe or encounter falling debris should notify your local public safety agency and stay away from it. Information for First Responders The satellite that is degrading from orbit has hazardous materials on board that could pose immediate hazards to people if they come in contact with the material. The craft contains fuel and specialized containers that are considered hazardous materials and could survive entry intact. Any debris should be considered potentially hazardous, and first responders should not attempt to pick it up or move it. First responders should secure a perimeter and control access around any debris. DO NOT pick up any debris. Notify your local emergency manager of its location immediately. The concerns are similar to those encountered after the space shuttle Columbia entered the atmosphere. However, this craft has far less hazardous materials and is much smaller in size. The following information about the two hazardous materials of concern is provided for first responders...

    "The Department of Homeland Security, lead by the Federal Emergency Management Agency (FEMA), has developed an operations plan to support you in this response. It has been built collaboratively with the Department of Defense and other members of our federal interagency community. We have had the support of the Department of Transportation, the Environmental Protection Agency, the Department of Health and Human Services, the National Guard Bureau, Customs and Border Protection, and a host of other federal agencies...

    "We will have six Federal Joint Interagency Task Forces located around the country ready to deploy the moment we know the impact area, responding to assist you in your role of immedidate consequence management..."

    Amazing. DHS, FEMA, DoD, DoT, EPA, HHS, National Guard, Customs, Border Patrol, "a host of other federal agencies", 6 Federal Joint Interagency Task Forces, all ready to deploy the moment they know the impact area. Astounding, the scope of the federal agencies involved in this.

    Clearly, FEMA and the federal government is far more prepared for this satellite re-entry, than they were
    in the days before Hurricane Katrina, when everybody knew that was coming.

    All these federal agencies mobilized over a single cubic meter of hydrazine? I don't think so.

    I'm not quite sure what to make of this. It seems we're on our own with the officials (President Bush, Condoleeza and VP Cheney), out of the country. With a debis field possibly stretching from Hawaii to Ohio, well, suffice it to say if you don't hear from me after tomorrow, you'll know what happened. There is some chatter on many of the boards out there that this was a black ops satellite and the concern is for the findings as well as the fuel. As far as I'm concerned anything falling fron the heavens at a high speed is dangerous. The fact that it's being shot down makes it more so with the number of targets it could strike. I mean, what's better... a bowling ball falling in one spot or a bag of marbles coming in opened and loose over a wide area. I'd take the one big object and hope for the best.
